  • Basic Qualifications

    Bachelor's degree in systems engineering, a related specialized area or field is required (or equivalent experience) plus a minimum of 5 years of relevant experience; or Master's degree plus a minimum of 3 years of relevant experience. Agile experience preferred.


    Department of Defense Secret security clearance is not required at time of hire. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information and be able to obtain a Secret clearance within 2 years after hire. The selected applicant will be subject to random drug screening in accordance with contract requirements.


    Due to the nature of work performed within our facilities, U.S. citizenship is required.

    Responsibilities for this Position

    General Dynamics Mission Systems has an immediate opening for a Project Coordinator – Construction Engineer.  The position provides an opportunity to enhance the performance and profitability of an organization that supports some of our nation’s fundamental defense services.  General Dynamics Mission Systems employees work closely with esteemed customers to develop solutions that allow them to carry out high-stakes national security missions.


    The Project Coordinator - Construction Engineer is the link between the jobsite, office, design team, and project ownership, by performing contract administration support, tracking and document control; monitoring the submittal, Request For Information (RFI) and request for change order processes; interpreting drawings and specifications; developing subcontract statements or work; assisting in quality control; tracking labor hours, materials and equipment; monitoring of building permits; and ensuring the contract issued drawings and specifications are followed. The Project Coordinator – Construction Engineer must understand the details of the project to ensure that nothing is overlooked and that all project objectives and goals are accomplished, within the contract schedule and budget.



    • Develop full understanding of the scope and interdependence of all contract documents
    • Observe and record jobsite activity in accordance with required contractual frequency
    • Manage effective document control mechanisms for the project to ensure that work is performed in accordance with contract documents
    • Work with Project Manager to prepare, administer, and process subcontracts and change proposals when required
    • Work with Project Manager to evaluate Request for Change Order, including design changes, specifications and drawing releases and reports status
    • Work with Project Manager in planning and revising the project schedule if requested
    • Advise Project Manager of potential problems, work interferences, work stoppages, and critical path issues as required
    • Work with Project Manager to evaluate submittals, requests for information and Client directed inquiries
    • Work with Project Manager to review and process as-built drawings to ensure that all changes during the course of construction are recorded
    • Manage the Site Visitor Request and Badging data base, schedule fingerprinting appointments as required
    • Work with the Project Manager in the maintenance of effective cost control mechanisms for the project
    • Work with the Project Manager to complete project close out requirements in accordance with contract documents
    • Coordinate meeting agendas, prepare minutes and follow up on action items
    • Represent company/project in meetings with clients, subcontractors and consultants as required and directed
    • Ensure meeting minutes are accurate and timely
    • Compose and/or edit letters, memos, reports, and procedures as required
    • Compose Technical Evaluation reports for request for change based on technical information and recommendations
    • Work with project manager to evaluate, and approve subcontractor invoices
    • Become familiar with safety requirements of the project and monitor compliance
    • Utilize safe work practices and follow directives, policies and procedures for assisting and maintaining a healthy and safe work environment
    • Maintain effective and professional relationships with owners, architects, engineers and contractors
    • Act as a liaison among Owners, Architect, Subcontractors, Project Management, Corporate management, and other interdisciplinary departments
    • Assist with bidding including the following:
      • responsibility may include creating and verifying the subcontractor invitation list
      • ensuring a minimum of three subs per trade, establishing and qualifying the list of subcontractors to bid on respective jobs
      • distributing instruction to bidders, follow up and receipt of bids and breakdown of scope and cost
    • Execute additional duties and responsibilities as assigned



    • While performing the duties of this job, the employee must regularly work in an office and or construction jobsite environment and wear the appropriate personal protective equipment


    • Knowledge and understanding of construction and related processes, as well as industry practices
    • Knowledge, thorough understanding, and management of construction documentation (contracts, change orders, submittals, RFIs, etc.)
    • Excellent communication, organizational and supervisory skills
    • Knowledge and understanding of construction scheduling, cost control and quality control
    • Effective computer skills including proficient use of Microsoft Office products, (e.g. Word, Excel, Outlook, Adobe Acrobat, and PowerPoint), required, and skills with MS Project, NavisWorks preferred
    • Effective verbal and written communication skills, including the ability to take and record Technical Interface Meeting minutes
    • Ability to read and comprehend technical drawings and specifications
    • Commitment to honesty, integrity, quality of work and customer satisfaction



    • Must have a minimum 2 years work experience in construction field with specific knowledge and experience managing submittals, RFIs, meeting minutes, and other items listed above or a minimum of 4 years of industry experience in a similar capacity



    • Must have a Bachelor's degree in Construction Management, Construction Engineering, Architecture or Project Management from an accredited four-year university or college
